New to fishing...

Hello everyone,
I am new to fishing and will get a license soon. I live in Bethesda and would like to fish for striped bass. Any recommendations for nearby good fishing areas? Also, I plan on getting my rod from Hudson Trail Outfitters - any recommendations for a not super expensive one?
